To establish which petitions are eligible for visas, the Department of State issues a monthly publication called the Visa Bulletin.
The Visa Bulletin provides a list of cut-off dates that are used to ensure the number of immigrant visas issued each year does not exceed the legal limit established in the INA. Cut-off dates are categorized by foreign state of chargeability and preference category. Only a petition with a priority date that is earlier than the cut-off date is eligible for a visa and consular processing. Please note this petition's priority date, foreign state of chargeability, and preference category can be found at the end of this correspondence.
The NVC may begin processing this petition prior to a visa number becoming available per the current edition of the Visa Bulletin. This allows ample time for the petitioner and applicant(s) to obtain and submit all required fees, forms, and documents. Khi lịch visa cách ngày ưu tiên 6-7 tháng, NBL/NĐBL nên chủ động cung cấp địa chỉ email để NVC open sớm.
Khi hồ sơ mở/open

-Đóng 88usd phí duyệt bảo trợ tài chính. In tờ Document cover sheet.
-Điền đơn Ds-261 chỉ định người đại diện. Đóng tiền visa 230usd cho mỗi đương đơn đc đi.
Sau đó: NBL/NĐBL gửi đến NVC: Tờ Document cover sheet đặt trước: Bảo trợ tài chính, Civil Documents của NBL, Civil Documents của NĐBL.
Sau khi gửi, NBL/NĐBL đăng nhập điền đơn xin visa Ds-260 cho mỗi đương đơn đc đi.
Điền xong in trang xác nhận Ds-260 mang đi lúc PV.
Trường hợp chưa gửi gửi Civil Documents của NĐBL thì in thêm trang xác nhận Ds-260 đặt trước Civil Documents của NĐBL rồi gửi đi.

Nếu hồ sơ chưa hoàn tất, NVC sẽ gửi email đến địa chỉ của người đại diện của hồ sơ.
Nếu hồ sơ đã hoàn tất, thì ngày cuối cùng gửi giấy tờ đến NVC, bạn cộng thêm 15 ngày, ngày hoàn tất sẽ gần ngày sau khi cộng.
Hiện tại họ đã phát thư hẹn PV cho những hồ sơ hoàn tất trước 11/2013 và đáo hạn lịch visa hàng tháng.
